Allow to share details to help with your questions about registration. Activating QuickBooks requires the same information that was provided when the QuickBooks license was purchased.
If you're the one who processed it, enter in the number that you typed in when you ordered QuickBooks 2022. Please see these articles for more details:
If you purchased form someone else, it's possible that the license is already activated or registered. This can be the reason why you were informed that the primary contact is different.
In that case, you will need to ask the previous owner to assign you as the new primary contact. If you can no longer contact the person who registered it, follow the steps on this article on how to request to be the new contact or admin: Request to be the Primary Admin or Contact.
