We had this same issue and fought it for 3 days.  None of the permissions or QB Tool Hub options worked.

***What worked was we reinstalled all the Microsoft Visual C++ via this website for 2008, 2010, 2013, 2015, and 2017.  After this QB 2022 installed all of the way!!!!
