What did you mean with "reseller in Singapore" ? Keep in mind, you don't need any reseller to purchase QBO subscription. If you deal with a certain accounting firm in Singapore, they will use the QBO Accountant - Singapore version and will offer you using a QBO Singapore. Its version is different with QBO Global version for China as we have mentioned earlier. Unfortunately there is no QBO Accountant - Global version yet.
