Right now, there are many users in Mainland China who is using QBO. As for the speed of the system, it depends on your Internet connection and device used. Since QBO has an app for PC and mobile devices. 

The language of Chinese is only available for Chinese version of QBO. And for the time being, the only resources is the articles that you can find online through the Community page. 

Please also know that as for the meantime, there is no QuickBooks Online for Accountant (QBOA) version in Chinese version. QBOA is the version where accountants can be ask and assist regular business owners.
