You cannot file a provincial return for a non-resident. By default, both in Canada and in the US, non-resident returns are ones that deal only with federal taxes.

Not sure what exactly you are trying to do for the client. If you are not familiar with these, either do some training or research. You need to know the tax laws surrounding non-residency and taxation in order to properly report for your client.
