It's great to see you back in the Community. Let me share some insight into user access for payroll.
As long as your users have access to payroll, then they should be able to use it at the same time. However, we do recommend letting one user at a time work in the system. The reason being, is so that the product can update/work properly. Here are a few guides that can provide some additional details:
