That option is available in QuickBooks, aapowers.

Users with the right permissions can access and resume the payroll that you've saved as a draft. You'll just have to make sure to select the Save for later option after you finish your task. This way, the next person can pick up where you left off.

Going back to your original concern, the second admin user should be able to view and continue processing the saved payroll. To isolate this issue, you can perform some basic troubleshooting steps. It could be that the accumulated cache in the browser is the root cause of this unusual behavior.

You may start by accessing your QBO account in a private or incognito window. Here are the shortcut keys:

  • Ctrl Shift for Google Chrome
  • Ctrl Shift for Firefox & Microsoft Edge
  • Command Shift for Safari

Once you're in, head to the Payroll menu, then try running your payroll again. If you're able to connect without any issues, go back to your regular browser and then clear its cache and cookies to start over fresh. Alternatively, you can switch to other supported browsers.

I'm also adding this article to help track and manage your payroll transactions in QuickBooks: Run payroll reports.

Fill me in if you have any other concerns or additional questions. I'll e more than happy to assist you again.
