About 1 or 2 weeks ago, this problem went away.  I can now use the excel reports for payroll.  Specifically, Reports: Employees & Payroll: Client Ready Payroll Reports.

I just kept trying, and finally it worked.  I didn't do anything different, I just assume there was an update to either Excel or QuickBooks or Windows that fixed it.
