As mentioned by my colleague, that error 9000 is usually caused by an internet connection issue. That is why it resolves itself and reappears again sometimes. The following also causes this error:

• Invalid security certificate.
• Sending in multi-user mode.
• A network time-out prevents QuickBooks Desktop from accessing the server.
• General Internet connection issues.
• Internet security and personal firewall software settings.
• Incorrect system date and time properties.

You can resolve it by either rebooting your computer, checking your system time and date settings, or making sure to have the latest payroll tax table update.
