First, you can perform a couple of troubleshooting steps to fix the missing "manual file" button issue. To achieve this, you can follow the suggestions given by my peer @MichelleBh to use a private browser and clearing its cache. Using another supported browser is an alternative option as well.

Then, check if you have the No, I'll print and mail or the Print and mail option(see screenshot).

Here's how to contact our support:

1. Click the Help (?) menu at the top, and then choose Contact Us.
   
2. If you're routed to the QB Assistant page, type Contact Us.
3. Select Talk to a human, and then click the Never mind option.
4. Choose I still need a human. 
5. Click the Contact Us button.
   
6. Enter your question or concern in the search box, like "No option to file my 1099 manually".
7. Click Let's Talk.
   
8. Select either the Get a call or Start messaging option.
   
9. Please follow the on-screen steps to proceed.
   
   

After resolving the said issue, you're now ready to file your 1099 forms.
