I also don't want an issue to become recurring, and I expect the support people would be there every time I need help. I want to turn the tables around and help you resolve the error code 9000.
I checked our system and we don't have any reported issue about the error code 9000 when submitting payroll. The error is usually caused by an internet connection issue. This is why it resolves itself and reappears again soon after. There are other causes for this as well:

After getting the updates, reboot your computer. Afterwards, submit your payroll again.
If it still persists, I recommend flushing your DNS (Domain Name System) cache. This might contain outdated data that prevents QuickBooks from accessing the internet properly. Here are the steps to do this:
