I also understand the importance of adding the city tax information to your state file. However, this isn't supported in QuickBooks which is why you're getting an error.

As mentioned in the previous reply, you may consider creating a file outside the system or in your local tax agency. You can inquire or visit their website to find out where to file or generate the form.
