How do setup PTO based on hours worked and tenure?

How do I setup PTO based on hours worked and tenure? I'd like for QBO to track PTO for me and allow employees with up to 4 years, 104 hours, 5-10 years 144 hours, 11-15 184 hours with no rollover.
