I am having the same issues.  It is not that the rules aren't working as when you run a test, they show the correct number of transactions it SHOULD be processing.  However it is just not working automatically.  When I go into to edit any one of the number of rules I have, it then runs and processes all the rules.  Which defeats the whole purpose of setting them up to auto run.
