I know it saves you time when transactions that already match are never downloaded again. I'll share some additional steps to get this resolved.
Just to make sure, are you experiencing duplicate transactions with Chase bank? Any information will assist me in resolving your issue.
Chase has already discontinued its Direct Connect online banking service. If you've previously connected using this service, I recommend switching to the new Express Web Connect service. Before proceeding, please ensure to disconnect all related accounts. Then, you can follow the steps below to set up new connections.

Once done, you may now download your bank transactions through Express Web Connect. I'll show you how.

For additional steps, please follow the link provided by JonL to change the default browser from IE to Chrome or Firefox. If the issue persists, I recommend getting in touch with our QuickBooks Desktop Support. They have the tools to check your account and look into what's causing the duplicates.
Once everything is in order, you can review those banking transactions and make sure they match the ones in QuickBooks: Add and match Bank Feed transactions in QuickBooks Desktop.
