The conditions to set up bank rules don't include the debit and credit of a transaction. I can certainly send a product suggestion to our Product Developers Team directly (about having a bank rule which can set up credits and debits). 

For now, click here to see the steps in setting up bank rules. 

On the other note, you may want to set up recurring transactions instead. To see the Credits and Debits of a transaction, click on the More link and select Transaction journal. Here are some screenshots for a visual guide. 

Once the deposit is available in the For Review tab, go ahead and match the recurring transaction.
