I called CRA and got this question answered.  That error message relates to someone having multiple access at CRA with different entities.  Meaning, I was working for a company and had access there and now have my own access so it wouldn't allow me to use Auto Fill.  To solve this problem, after discussing this with the client, I cancelled the existing Rep and added mine.  Client signed the T1013.  I can now download.
