Sadly, there is No one "higher". You need to take into consideration that QB most likely KNOWS some of it's employees are running scams and defrauding their own customers out of thousands of dollars.
See if maybe your bank can or will help you. Otherwise, all you can do is file a complaint with BBB and FTC.
