Had same issue found my ad blocker or pop up blockers was the issue. You need to mark Quickbooks as a trusted or acceptable site in the blockers that you can find by clicking the puzzle icon at top right of your screen. If you click the gear icon on those sites it will give you a way to install the trusted site in this case it is app.qbo.intuit.com Hope this helps
