Yes, there's an option to turn off the 2-step verification. You can refer to the steps provided by my peer, Rea_M, above if you use the same phone number.
If you're now using a different number, you'll have to update your contact information to sign in to your account. Here's an article for more information about the process: Verify your QuickBooks Online account with multi-factor authentication or two-step verification.
However, if the issue persists, I recommend contacting our Customer Care Team to report this issue. They have the tool to securely look into your account and can do further investigation on why you're unable to turn off the 2-factor authentication.
