If you can open the file on the QB Mac side, I'd try setting a password for the Administrator user.  Then when you export the file to QuickBooks Windows use that same password when creating the file.  When your client gets the file they should be able to restore/convert the file with the password into QuickBooks Windows and will be able to change the password on that side to whatever they would like.
