I think you misunderstood.  I am not able to access everything you are describing.  As soon as I go to Users, a box box up stating it is required that I have an online account to edit users.  I do not have an online account, and this is not something our company is willing to create.  As repeated but dozens of other users in this thread, I need to be able to manage my local QB system LOCALLY, without going on the internet. 

 

So, has anyone found a way this can be done?
