I want to make sure I'll be able to provide you the right fix so you'll be able to download your bank transactions.
Were you able to update QuickBooks Desktop (QBDT) to the latest release? If haven't already, I recommend updating it. This will help install the newest features and patches.
If you have and the issue remains, I suggest running the Verify Rebuild tool. This scans your company file for issues and resolved them right away. Let me show you how.
To Verify:
- Go to the Window menu and select Close All.
- Then, go to the File menu.
- Select Utilities.
- Click Verify Data.
To Rebuild:
- Go to the File menu.
- Select Utilities.
- Click Rebuild Data.

Once done, click the Send button again to get past the error. Also, you'll want to manually import your accountant's copy to your QuickBooks.
