Finally figured it out (I think!). I was going to the wrong gear icon. You have to be in an actual invoice screen (not the home screen, not the invoice overview screen, not the customer screen, etc.) and when you click on the gear icon there you'll find the option people are mentioning to turn off smart suggestions.
