Thanks for following up on this thread.
If this applies to your situation, there are several things you can try to fix the QuickBooks Database Server Manager.
First, I want to ask if you have the Database Server Manager (DBSM) set to automatic or manual? Also, there is an option under one of the tabs to set it to affect local or system. Usually, when you go in there, it will be set to system, and you'll need to check local instead. This often keeps the DBSM running and enables users to log in without issues.
However, when you scan, it creates a database specific to the QuickBooks version you're using. You'll have to go to the Properties of the company file folder, look for that database under the Security tab, and edit it to give users full control
Also, it sounds like you're running a peer-to-peer network. If so, QuickBooks has to be installed on the one acting as the file host, and that QuickBooks Desktop needs to be set to hosting. Then, open each file there, set it to multi-user and then close them. When users access the files, they should behave normally.
