The misplaced SPL line error means there is a SPL line that does not follow a TRNS line.
For example, you might have
TRNS...
SPL...
SPL...
SPL...
ENDTRNS
and then
SPL...
ENDTRNS
In this case the last SPL line will trigger the error as there is no TRNS line before it.
