I can assure you that inactive accounts do not count against usage limits. When selecting the drop-down triangle in the Action column, the option states "Make inactive (reduces usage)." I've included a second video to highlight this option:

 


Additionally, the original video shows the usage for the Chart of Accounts goes from 44 to 43 after the account is made inactive.
