Switch from Outlook new to Outlook Classic by the menu item at the top of Outlook New.
Follow the hoops and now you have Outlook Classic and Outlook will show up as dropdown for sending forms in Settings / Preferences.
I believe everybody needs Outlook Classic or earlier classic Outlook to be able to send forms once that is selected in Settings/Preferences.
