I am also having the exact same issue and it just started when we updated our Desktop Pro Plus to 2024. Up until March 2025 I was able to email an invoice that had several attached documents. The new 2 MB limit is only big enough for the invoice. It is so inconvenient. I hope they have a fix for this bug.
