You may have 3 options:
1. QB Desktop 2024 Pro/Premier Plus + QB Desktop Enhanced Payroll ($600 / year + $60/employee/year)
2. Upgrade to QB Desktop Enterprise Gold to manage 4 employees or more. Purchase the new license through select partners to get perpetual discounts for renewals.
3. QB Desktop with non subscription licenses + a 3rd party payroll app. You will register payroll expense as JE in QB Desktop. One payroll app costs $190/year + $30/year/employee but the downside is that it only supports California, Florida, Illinois, Kansas, New Hampshire, New York, North Carolina, South Dakota, Tennessee, Texas, Utah, and Washington.
