Let me clear up the situation so you can open QuickBooks Desktop 2017. Currently, only QuickBooks Desktop 2022 (Pro Plus, Premier Plus, Pro, and Enterprise) R3 or later is certified as fully compatible with Windows 11 64-bit.
If you choose to use Windows 11 for other QuickBooks versions, there may be some unexpected issues with the software. You can try performing the solutions provided in this article: Fix issues when QuickBooks has stopped working.
If it still doesn't work, you can install the QBDT 2017 version on the old Windows and continue using the program. Otherwise, I suggest upgrading to the latest version to prevent issues when opening QuickBooks.
