The phone agents are useless.  They don't understand their own product to the extent that IT professionals do.  After consideration, the workaround for this is to move the database manager to a server that is not the RDS server or use virtual machines for each user versus an RDS environment. This will effectively prevnet the task that QuickBooks now runs on startup to try to "fix" the services that are not broken.  The fix that IT admins have been using for over a decade to run the services as the Local System Account is no longer a viable solution due to this change in how QucikBooks starts up.
