I have checked our records and confirm an ongoing issue about QuickBooks Desktop (QBDT) stopped working when trying to open a company file. I suggest reaching out to our Customer Care Team so they can add you to the list of affected users. From there, you'll get a notification once this issue gets resolved.
To reach them, here's how:
- Open QuickBooks.
- Go to the Help menu at the top.
- Select QuickBooks Desktop Help.
- Type Contact Us in the search box. Then, click on Contact Us at the bottom.
- Select the way you wish to connect with support.

On the other hand, downloading a Tax table outside the program isn't possible.
