Add a new user with the same email address as a deleted user

I've deleted a user that has left our employment and now want to add a new user using the same email address, i.e. "sales@...".

I receive an error: There was an issue with your invitation. Try sending it again.

I've cleared the cache.

Logged in from a different browser.

Logged in from a different PC/laptop.

 

I can invite a user with a different email address, but need the new person to access it via my existing email.

 

How do I get past this?
