I was in the process of updating an old Win 7 desktop w/QB 2007 to an SSD and Win 10. I cloned the HD to an SSD then did the upgrade to Win 10. I couldn't update the '07 files while in Win 10 due to QB 2010 not installing.
So what I ended up doing was putting the old slow HD back in w/Win 7 and installed QB 2010. Opened and updated the 3 files in 2010. Then installed QB 2013 and opened and updated the 3 files. Then installed QB 2019 and opened and updated the 3 files. Made .QBB backups then moved those files to the SSD w/Win 10 and purchased and installed QBD 2021. Then I restored from backup and updated the files into 2021. All went smoothly. What a freakin pain to do it this way. Wouldn't it be nice if 2021 just knew how to handle a 2007 file? They created the file formats, right?
