You have a trojan. That is not a legitimate QuickBooks error. QuickBooks is fine and reinstalling will not solve this problem. Run Malwarebytes and it will clean it. I am an independent tech for an Accountant and just discovered this on their computer. Do not call the phone number. It is not a QuickBooks number.
