I have the same problem of a US Citizen employee living overseas. I’m sure this issue will only become greater due to Covid travel.
My solution is to use Intuit filling for federal taxes but to manually file California payroll taxes quarterly.
if anyone knows of a payroll system that can handle overseas employers i would be happy to try it out.
