It's not the experience we want you to have, @chadmac. Rest assured that I'm here to help you resolve your concern with filing DE-9C.
I appreciate your patience as filing this quarterly tax will take some time. QuickBooks Desktop will allow us to set up an employee with no SSN. However, when you e-file the DE-9C form, QBDT will not go through unless we put a security number to an employee with zero SSN, as required for each file. QuickBooks update for compliance with the law that each filing will need an SSN.
If you already entered zeroes for the SSN and still unable to file, I recommend contacting our support team. This way, we'll be able to pull up your account and assist you further in filing the form.
The requirement for filing the DE-9c is the SSN, and the wage amount without this QB Desktop will not accept the e-file. In the meantime, you can also consider manually filing the DE-9C of that particular employee without SSN on the California State tax page.
