The "We can't send this filing yet" message referenced in startajewelry-il's post is advising that your filing can't be sent until the New Jersey (NJ) Employer Registration Number has been entered and any state EINs updated if necessary.
You can check your state government's website(s), or get in touch with them directly, to look further into what criteria would make a business eligible to not need an EIN from a particular state, while being able to still file W-2s for these employees.
If you need assistance in confirming whether or not your business is eligible for specific things, I'd recommend working with a tax professional. All ProAdvisors listed there are QuickBooks-certified and able to provide helpful insights for driving your business's success.
In the event you continue receive a message stating that you need to enter a NJ Employer Registration Number and to update state EINs or edit State EIN Requirement Settings, but you've confirmed that you don't need this for your business, you'll want to get in touch with our Customer Care team.
