I got through by entering nonsense account numbers for ESD and others like 0012345678. Then when it asks for the UI percentage put in any number and then get on a help chat and have them force enter 0% on their end. It won't let the user do it. It's a glitch they need to fix, but this method works.
Also be sure to go into each employee under the tax withholding area and set that you are exempt from FML, worker's comp, etc.
