B&H Payboo needs help
I assume QuickBooks has a lot of these errors / questions. Comenity Bank had problems for several weeks. It is now "working" again. QB isn't happy and following the screen prompts eventually leads me to this page: Note that the Continue button is not active.
It appears that Comenity is asking QB to verify that it is human.

I want to ensure you can connect your B&H Payboo or Comenity bank account without any trouble, @pedz.
There are times that pages won't show when your browser blocks them. To have the page show up and complete your authentication, I recommend turning off this setting. You can read and use this article to check the settings for every browser version: Why Doesn't Anything Happen when I Select a Button or Link?.
I also suggest logging in to your bank's website to check if they perform some system maintenance or if there are notifications from their website that need your attention.
Once the authentication is complete and connected to your account successfully, here's an article you can check in reviewing your downloaded transactions: Categorize and Match Online Bank Transactions in QuickBooks Online.

Utilize the trial version of MT Online to isolate the issue. It is designed to import into any bank or credit card in QuickBooks Online, so there is no specific setting needed. If the same error persists, there is an ongoing problem at your bank or connection.

Yes. That was it. I have multiple blockers and it didn't occur to me that it was being blocked. For others, if you are curious, Pi-Hole was blocking the captcha
Thank you
