Success! Even with Quicken 2016. I had been having problems since July 2018.
I "reset" my online account within Quicken 2016 and it prompted me for the security code. However, after entering it....NOTHING. The trick to all of this is to use the website link to enter your security code. Only then do you have 10minutes to perform the "reset" within Quicken. And just like that its working.
