Did you try the fresh Windows and QB installed I mentioned, using the existing QB data?

 

Prior to mine working again, I accepted or deleted all downloaded transactions and manually imported from the Citi website.  Then I installed QB updates, reset the "permission" on the Citi website for QB, and all started working again.  I feel it was the QB update(s) that did it.
