I had the same problem with my QB 2021 Premier Edition payroll - it was showing "Reactivate Subscription" all the time.  This just fixed it:

  • From the Employees menu, choose My Payroll Service -> Activate Service Key
  • Make sure your payroll service name is highlighted and click on Edit.
  • A window should open with your Payroll Service Key in it and your Federal EIN.  Make sure the Key is correct, then click on Next.
  • A Confirmation window should open saying "Your Payroll Service has been activated." You can un-check the "Open Payroll Setup" box, then click on Finish. It should then download any payroll updates and confirm that your payroll service subscription has been validated.
