Why is there an option to turn it off if it can't be turned off?
We don't need any more copy pasta about how much you like 2FA. The people complaining don't want it rammed down our throats. We want to be able to turn it off. I don't want to wait for an SMS and then manually type a six digit code every time I enter an invoice. It's a right royal PITA.
If you must enforce it then offer some alternative options like Google Authenticator, Authy or yubikey or give me back my desktop application.
