For now, you're unable to add a customer or project since payroll posting is separate from QuickBooks Online alone.
The billable expense feature has the ability to incur an expense to a customer. Check out this link for instructions and detailed steps: Enter billable expenses.

I also suggest sending feedback about the feature that you want by following these steps outlined below:
- Select the Gear icon at the top, then Feedback.
- Enter your comments or product suggestions.
- Click Next to submit feedback.
