Oh; You have mixed your perspective. You want Bill and you want Cash Basis, ignoring Bill Payment and Bill Credit; or you want only Bill Payment.

A Bill is paid by Credit and by Bill Payment.
Bill payment ==> Bill <== Bill Credit
That's why this isn't working for you.
