I wanted to check if you still need help with this issue. I faced the same problem, and it turned out that QuickBooks relies on the Microsoft XPS Document Writer to generate PDFs. You can enable the Microsoft XPS Document Writer through Windows Features.

 

Since I'm using Outlook, I went to "Edit" and then "Preferences" in QuickBooks to switch to the Outlook options.
