Level 3 processing popup is incessant

I keep getting this popup when trying to receive a customer payment. I try to save and close and it pops up like 10 times before it will record the transaction.

I came here looking to disable the pop-up.  I have it appearing for each invoice I am trying to re-send with a message about late payment (15). It has really slowed down my day.
