A dialog box would pop up if you tried to change answers to questions on the Info tab on a locked return. A return can be unlocked in the properties dialog box: File> Properties.

Alternatively this may be caused by settings in Options > environment.  Make sure Automatic Override is checked on the edit tab of Options Environment

Thanks for getting back to me.  I think the problem was I was in Active Auditor mode which doesn't allow you to change the info boxes.  It would have been nice if a warning would have popped up indicating the form can not be modified in auditor mode.
